The USA is obliged as a party to the UN Convention against Torture to investigate "wherever there is reasonable ground to believe that an act of torture has been committed in any territory under its jurisdiction". The same treaty requires it to submit the case to its competent authorities for the purpose of prosecution. The treaty precludes the invocation of exceptional circumstances or superior orders as justification for torture. Anyone who has authorized, committed, is complicit or participated in torture must be brought to justice
This puts us in a predicament -- The USA is obligated to prosecute our former President, George W. Bush and/or various functionaries of his administration. Beyond our obligation to do so, if Bush travels outside the USA he can be arrested by law enforcement of any other country that also signed the UN Convention against Torture -- which is just about every one of our allies. This problem is NOT going away, friends...it is going to be a major issue. In fact, it already is. Stay tuned.
